Needed:
Paint Shop Pro 8, 9 or 10
Simple plugin filter > Top Left Mirror
 
Graphic Selection
For best results select one that is almost a
square shape.
800x600 is good too. A complex or busy
graphic is better than one that is simple in
design such as a pic on a solid color
background.
Overall, black or near black colors should
not be a major part of the design. That
would diminish the effectiveness of the
drop shadows and visual separation of the
layered appearance.
 
Performance note:
All settings stay the same unless
new settings are given.

Making the FRAME
 
1  Open your graphic
Layers > Promote Background
 
2  Shift + D  Rename this one B
3  Shift + D  Rename this one A
4  Close out the original graphic
 
5  Image > Resize (Using image A)
Settings:
Resample = Checked "Smart Size"
Lock Aspect Ratio = NOT Checked
Resize all layers = Checked
500x500 pixels
   OK
 
6  Effects > Distortion Effects >
Displacement Map
Settings:
Displacement Map = Squares
Tile map to cover image
Size = 100 %
Blur = 0
 
Displacement Properties = 2D offsets
Intensity = 50.00
Rotation = 0
 
Edge mode = Repeat
   OK
 
7  Effects > Texture Effects >
Mosaic-Antique
Grid Settings
Columns = 50 , Rows = 50 
Symmetric = Checked
Mosaic Settings:
Tile diffusion % = 70,  Grout width = 2
Grout diffusion % = 50
   OK
 
8  Layers > Duplicate
 
9  Effects > Distortion Effects >
Polar Coordinates
Settings:
Rectangular to polar = Checked
Transparent = Checked
   OK
 
10  Effects > Distortion Effects > Curlicues
Grid Settings:
Columns and Rows both at 4
Symmetric = Checked
Curlicues settings:
Radius and Strength both at 100
Clockwise = Checked
    OK
 
11  Effects > 3D Effects > Inner Bevel
Settings:
Bevel #2 , Width = 8
Image
Smoothness = 40, Depth = 3
Ambience = 0 Shininess = 0
Color = White
Angle = 315 , Intensity = 50
Elevation = 30
   OK
 
12  At this point you need to look at the curl
in each of the corners. There may be one
that has a cleaner curl that will contrast
better against the bottom layer.
If this is the case, use a combination of
Image > Mirror or Image > Flip. Whatever it
takes to get the clean curl to the upper left
corner.
  If the best one is already there just skip
this step.
 
13  Effects > Plugins > Simple >
Top Left Mirror

14  Effects > 3D Effects > Drop Shadow
Settings:
Vertical and Horizontal both at 5
Opacity = 30,  Blur = 5.00
Color = Black

Make the Side Border Icon
 
On one of the remaining duplicates:

All at Zero aka 0
Reflect = Checked
   OK
 
4  Save as your side border icon
File > Export > JPEG Optimizer
Compression 20-25 suggested
 
5  Close it out
 
 
 
Make the Background Tile
Now to work on our last duplicate
 
1  Dropper Tool
Select a dominant color from your
image for your foreground color aka
left click.
 
2  Effects > Reflection Effects >
Kaleidoscope
Settings: Image Area
Horizontal = 25 , Vertical = 50
Rotation angle = 0, Scale = (minus) -6
Kaleidoscope settings:
Number of petals = 2
Number of orbits = 0
Radial suction = 7
Reflect = Checked
   OK
 
3  Layers > New Raster Layer
 
4  Flood Fill Tool
Fill your transparent layer with your
new foreground color.
 
5   Image > Resize
200 x 200 pixels
 OK
 
6  Lower the opacity on this layer so
your background tile will be text
friendly or easy to read text on.
 
7  Save as your background tile
File > Export > JPEG Optimizer
Compression 20-25 suggested
Close it out
 
8  Assemble this in your stationery
making program aka OE or
Letter Creator etc.
