File > New
Make it the size that you want it to be.
Edit > Copy
Hold Ctrl and press E and each time it will add
another transparent frame for you.
You want as many frames as is in your animation.
 
Click on your Animation frames
Edit > Select All
Edit > Copy
 
Click on your Transparent frames
Edit > Select All
Edit > Propagate Paste
Edit > Paste > Paste into selected frames.
 
Hope I didn't leave your head spinning. lol
AS does not have a increase canvas size like
PSP does.
